But due to heavy rainfall throughout the day; you will be mostly holed up inside with nothing touristy to do.

Less tourist crowd also means that you will have more opportunities to mingle and interact with the locals. Yes, monsoon in Cherrapunji can be rough and it is not ideal for tourists.
